RAND Corporation, established in 1947, is a not-for-profit global research house, known for impartial, evidence-based, policy evaluation and implementation.
RAND's Education Unit has extensive experience in policy development, programming, performance indicator development, and education evaluation. The Education Unit has worked with governments, leaders and organizations in the education sector of various countries in Latin America, Africa, the Middle East, South Asia and Southeast Asia on such issues. In Mexico, Turkey, Qatar, Kurdistan, and India, among others, RAND researchers helped educational leaders and organizations at the national and local levels to identify educational strategic priorities and develop implementation plans. In Abu Dhabi, RAND researchers created a database of indicators to rank and benchmark higher education institutions in Abu Dhabi. In Qatar, RAND researchers designed a new school performance monitoring system for Qatar's public schools. In all of these studies, RAND emphasized capacity building in the organizations we work with and our projects often involved collaboration with national or local partners.
